Visually polish water

I understand that water needs to exist flatly for gameplay purposes but it really needs a makeover. Visually there needs to be better see-through, better turbulence, perhaps even waves of some kind. Foam and wake, it is just so static and unchanging, it feels very much not-alive, but oceans are the kind of climate where you can really be creative with how much it flexes and moves, there is so much room for improvement in the visuals here.
