Renting vehicles

Right now it is difficult and user un-friendly to rent a vehicle such as a tractor. When tractors come out they are in high demand for farmers AND miners (now that the scoop works so well).
(edit) New Better Idea: Make it a new type of contract that lets you charge the contractor per-hour during the contract duration. That way people could post a vehicle's property rights and charge per hour for use. The contractor can marked finished when they are done and the owner can review that the vehicle was returned/refueled/etc. Plus you could even ask for a deposit while in use (maybe to cover cost of moving it back or refueling it after use if the contractor doesn't)
(edit) original idea:
Maybe there could be a government table that has better logic for renting equipment? Something like a requirement to be returned to a certain district (?) and allowing for fuel to be added but not taken (?) and most certainly allowing renters to remove items from the storage of the equipment (currently they can't). I'm thinking city scooters but with tractors and steam trucks ;)
