Agreed. I have special laws that give the Mayor the ability to construct and destruct on private property if it's also zoned as a road. It lets people build over roads and across corners. I like the setup. I also have contracts for other people to pave the roads. I would be nice to automatically grant a title for the duration of the contract so that they could have these powers too.

It's already a payment type for work parties so the logic should be the same for contracts.
