Additionnaly to the room tier, adding a maximum culture/housing based on the room volume could avoid people from creating very small houses filled with furnitures, and it could reward people that create big monuments (it could avoid very small & quick built museum in a culture war)

That is already the case for housing due to housing objects requiring a specific volume similar to work tables, effectively limiting the housing points based on volume.
For culture, pictures specifically, we don't have plans to introduce such a limit as popular pictures could get arbitrarily limited or require empty museum halls just for full culture benefits, instead additional ways to generate culture - like the new deed ratings in Update 10.3 can provide the functionality you seek for monumental buildings.
