We need a way to package goods and be transported by a neutral entity. Currently the only good way to subcontract logistics is through the contract board, which is theoretically good for mass goods transports. But I rarely see players ever using this system, and even more rare to see someone actually accept/complete these contracts. I think a lot of that has to do with the fact that you really don't need to transport a large amount of goods over long distances very often. The only cases I can think of are moving around raw goods like logs, stone, ores, etc. Any higher tier good like furniture or food just doesn't need to be transported around in large enough volumes that players feel inconvenienced by their transport. So they're just going to walk over/take a truck or a canoe or whatever to do it.
If players could package goods and give ways for governments/players to setup package delivery systems, it could be not only a good early game method to get money, but a whole new system players could just do as their job. Perhaps add a new profession that gives you bonuses for logistics/transport (fuel efficiency, extra weight or storage space in vehicles, etc).
Senders could deliver packages to package terminals and set a "bounty", a collateral, a destination, and a time limit on the delivery. Couriers would arrive at the package terminals and choose what packages to take. They would have to put down the collateral (most likely money). When they deliver the package they get their collateral back and the bounty as payment. If they don't complete the delivery by the time limit, they simply lose the collateral.
When a sender creates a package they could assign a lock to them which could either be a passcode, or a auth system where only specific authed players/roles would be able to open the package.
